Road Safety Audits (RSA) are an independent audit which systematically examines the road safety implications of highway improvements and new road schemes. RSAs are an important part of the planning process for new highway designs often requested by Local Highway Authorities to ensure new highway schemes are safe for all users.
The RSA takes into account all road users and in particular vulnerable users such as pedestrians and pedal cyclists. Having identified potential road safety problems, the RSA then makes practical recommendations for improvement and liaises with the designing organisation minimising, future road collisions once the scheme has been built and the comes into use.
Understanding GG 119 Compliance
What is GG 119?
GG 119 is the mandatory standard within the Design Manual for Roads and Bridges (DMRB) that governs how safety audits must be conducted in the UK.
Introduced by National Highways to ensure a consistent, data-driven approach to road safety, GG 119 functions as a proactive and independent evaluation of how a road scheme will perform for all users, ranging from heavy goods vehicles to pedestrians and cyclists.
While mandatory for the Strategic Road Network (motorways and trunk roads), GG 119 is recognised as national best practice and is the default requirement for almost all Local Highway Authorities across the UK.
GG 119 Compliant Road Safety Audit
In order to be GG 119 compliant, a road safety audit needs to meet strict criteria regarding independence, training, and competency. At TTC, our expert team of road safety auditors have a proven track record of ensuring these standards are met:
Verified Auditor Competency: Carrying out a GG 119 road safety audit requires one member of the audit team to hold a National Highways Approved Certificate of Competency. All our lead auditors hold these certificates, validating their expertise in collision investigation and road safety engineering.
The Two-Person Rule: GG 119 compliance requires that an audit is never performed by a single individual. Every TTC audit is conducted by a minimum of two qualified professionals – an Audit Team Leader and an Audit Team Member – ensuring a robust and multi-perspective review.
Independence: GG 119 mandates that the audit team must be independent of the design team. We maintain strict internal separation, ensuring our road safety auditors have had no prior involvement in the scheme’s design, providing the fresh eyes necessary for an unbiased road safety assessment.
Ongoing CPD Requirements: Road safety auditing is a fast-evolving field. Our auditors complete a minimum of 2 days of road safety specific CPD annually, as prescribed by the GG 119 standard, keeping us at the forefront of new safety research and road design guidance.
