The Transportation Consultancy acquire Clay Civils Consulting to bolster Civil and Detailed Design services

The Transportation Consultancy (ttc) is pleased to announce the acquisition of Clay Civil Consulting, marking a significant step in the growth of its Civil and Detailed Design services.

As part of this exciting development, Phill Clay IEng MICE joins ttc as an Associate, bringing over 20 years of industry experience and a deep understanding of civil engineering design.

Commenting on the acquisition, George Bailes, Director at ttc, said:

This acquisition represents yet another growth goal accomplishment for ttc. By bolstering and expanding our Detailed Design and Civils arm, we can better serve our growing client base with a more holistic offer — from unlocking development sites and gaining planning permission, to delivering detailed highway and civil engineering solutions.

Leading the Civil and Detailed Design Services…

Phil Clay, civic and detailed highway design consultant, ttc transport planning consultancy

At ttc, Phill will be leading the development of our Civil Engineering team, further expanding the business’s service offering. Beginning his career in 2000, Phill has since held senior roles at leading consultancies including Arup and Wood, gaining extensive experience across site development and infrastructure design. In 2022, he established Clay Civil Consulting, providing detailed civil engineering services to a range of clients — including ttc.

His project portfolio includes major infrastructure schemes such as HS2 Phase 2a and 2b, where he served as Drainage Technical Discipline Lead, and the nationally recognised Avenue regeneration project in Derbyshire — transforming one of Europe’s most contaminated sites into an award-winning public space through sustainable drainage design.

George continues,

Phill is a fantastic appointment. His attitude, hard-working ethos, and vast knowledge of the civils industry are a real asset to ttc. Having worked with Phill previously at AMEC and more recently through Clay Civils Consulting, the opportunity to bring him into the business was one we couldn’t turn down. He fits the company culture perfectly, already knows many of our clients and team members, and has made a brilliant impact from day one. I’m really excited to have Phill onboard. He’s going to be instrumental in the growth of the business, and it represents another big step towards ttc’s growth.

Reflecting on the move, Phill says,

After working with George, James, Adrian and Luke during our time at AMEC, and more recently supporting ttc through Clay Civils Consulting, it brings me great pleasure to be joining the team in Leamington Spa.

I’m excited to contribute to the ongoing growth of the business and to make a real difference for our clients. It’s incredibly rewarding to be part of a team that shares my values of exceeding expectations, building trust, delivering excellence, and offering clarity.

I’m also passionate about encouraging the next generation into the industry, and I’m keen to support the development of aspiring engineers as part of my role at ttc.

ttc is excited to welcome Phill to the business and looks forward to the opportunities this new chapter brings for both clients and the wider team.
